Mission Statement
United Maricopa County Firefighters Association (IAFF Local 3878)
The Rural Metro Fire Local 3878 Firefighters’ mission is to save lives, protect property, and serve the citizens who have entrusted themselves and their families to us. We are a united group of professional firefighters who come from different walks of life. Bonded through our work and strengthened by our diversity, we place the members of our Association on a higher plane of skill and efficiency while cultivating friendship and fellowship among all members and the communities we serve.

Our Union & Affiliated Entities
The Rural Metro Fire Local 3878 Firefighters Association operates through multiple affiliated entities to ensure responsible governance, legal compliance, and focused service to both our membership and the communities we protect.
The Association serves as the collective bargaining and representative body for its members, advocating for firefighter safety, fair working conditions, and professional standards. In addition, Local 3878 oversees affiliated charitable and political organizations that operate independently under their respective legal and regulatory frameworks. This structure allows each entity to fulfill its mission while maintaining transparency, accountability, and proper separation of responsibilities and funds.
Together, these entities support our firefighters, promote public safety, and strengthen the communities we serve across Central Arizona.
Executive Board
The Executive Board of Local 3878 is elected by the membership and is responsible for the leadership, governance, and oversight of the Association. Board members work collaboratively to represent the interests of firefighters, ensure responsible stewardship of union resources, and guide the organization in accordance with its mission and governing documents.

Neil Pavlov — President
Leading Local 3878 with vision and advocacy
Neil provides leadership, direction, and vision for the union. As the chief representative of Local 3878, he works with department leadership, elected officials, and community partners to advocate for firefighter safety, fair working conditions, and the resources necessary to protect the public.
Steven Bagnoli — Secretary/Treasurer
Safeguarding union resources with transparency and care
Steven oversees the financial operations of Local 3878, including budgets, dues, and expenditures. His role ensures financial accountability and transparency so union resources are managed responsibly and in the best interest of the membership.
David Anderson — Member Services
Supporting our firefighters and their families
David focuses on the well-being of Local 3878 members and their families. He provides support during times of need, connects members with benefits and resources, and works to ensure that no firefighter faces personal or professional challenges alone.
Zack Massengale — Charities
Strengthening our community through giving
Zack leads the charitable efforts of Local 3878, coordinating fundraising initiatives, donation drives, and outreach events. His work supports firefighters and their families in times of need while extending assistance and support to the broader community.
Matt Hendley — Political Director
Ensuring firefighters’ voices are heard in government
Matt represents Local 3878 in legislative and political matters that impact firefighters and public safety. He builds relationships with policymakers, advocates for laws that protect firefighters, and works to ensure the voice of Local 3878 is heard at the local and state levels.
