Meet the Leaders of Local 3878

The Executive Board of IAFF Local 3878 is made up of dedicated firefighters elected to represent their brothers and sisters. Each leader plays a vital role in protecting our members, supporting their families, and ensuring our union remains strong, transparent, and committed to service.

Neil Pavlov – President

Leading Local 3878 with vision and advocacy
Neil provides leadership, direction, and vision for the union. He serves as the chief representative for our members, working with department leadership and community partners to advocate for firefighter safety, fair working conditions, and the resources needed to protect the public.

Steven Bagnoli – Secretary/Treasurer

Safeguarding union resources with transparency and care
Steven oversees the financial operations of Local 3878, managing budgets, dues, and expenditures with transparency and accountability. His role ensures that union resources are used responsibly so we can continue supporting our members and funding community programs.

David Anderson – Member Services

Supporting our firefighters and their families
David is dedicated to the well-being of our firefighters and their families. He provides support during times of need, connects members with benefits and resources, and ensures that no firefighter faces personal or professional challenges alone.

Zack Massengale – Charities

Strengthening our community through giving
Zack leads the charitable efforts of Local 3878, coordinating fundraisers, donation drives, and outreach events. His work ensures that our union gives back not only to our members in times of need but also to the wider community we proudly serve.

Matt Hendley – Political Director

Ensuring firefighters’ voices are heard in government
Matt represents Local 3878 in legislative and political matters that affect firefighters and public safety. He builds relationships with policymakers, advocates for laws that protect our members, and ensures that the voice of Local 3878 is heard at every level of government.
